The present invention discloses a method and Base Station(BS) for transmitting Downlink Control Information(DCI), wherein the method includes the following steps: creating the DCI which contains parameters for indicating Transmission Block(TB) enable information of the TB needed to be retransmitted by a User Equipment(UE), layer number information and Pre-code Matrix Index(PMI) information; transmitting the DCI to the UE by the BS. The present invention enables a UE to know the error situation of the transmitted TB, namely, know the TB needed to be retransmitted, and retransmit the incorrect TB when the TB is transmitted incorrectly.
