PURPOSE: An apparatus and method for handling inter-radio access technology and inter-rat mobility is provided to process a handover from an E-UTRA(Evolved-Universal Terrestrial Radio Access). CONSTITUTION: A controller module(312) determines whether there exists an error within a handover request message or whether all components within the handover request message are compliable. The controller module transmits a connection reconstruction request message to a first service network through a wireless module. The connection reconstruction request message displays the failure of the reconstruction in response to the existence of an error in the protocol within the handover request message.
