PROBLEM TO BE SOLVED: To issue a login ID in a secure and efficient way.

SOLUTION: A login ID issuance method includes: a calling step in which a user terminal 2 makes a call to a phone number for login ID issuance; a guidance step for providing the user terminal 2 with voice guidance for login ID issuance, when the call is from a contract line; an operation step in which a user of the user terminal 2 performs operation according to the voice guidance; and an issuance step in which a Web site 8 issues a login ID on the basis of the operation performed by the user of the user terminal 2.
