<p>An energy saving and environmental protection valve device includes a valve body, a valve core (10), a brake base (8) and a rotary wheel (2). The valve core (10) is inserted and fixed in the central hole of the rotary wheel (2) through the central hole of the brake base (8), and the rotary wheel (2) and the brake base (8) form an annular chamber with a central support. A machine cover (1) is provided outside the machine body composed of the rotary wheel (2) and the brake base (8). A spring (4) is sleeved on the central support of said annular chamber, and the two ends of the spring (4) are respectively fixed on the rotary wheel (2) and the brake base (8). One end of a steel wire (6) is fixed to the rotary wheel (2), and the other end is fixed to a manipulator (14).
