A rasp has a handle with detachable connector and working part comprising two plates immovably connected via insulator. At the working part distal end electrodes are arranged, edges of those are sharpened throughout the length. At the lower surface of the upper electrode and at the upper surface of lower electrode grooves are made, wherein insulating plate is arranged. On the outer surfaces of working part the electrodes are connected among themselves via insulator from opposite sides. At the distal end of one electrode L-shaped cut is made, with this one second electrode is contacted via insulator.
