<p><P>PROBLEM TO BE SOLVED: To provide an apparatus management communication system capable of preventing useless processing at the start of communication by registering only management apparatus which can communicate. <P>SOLUTION: A plurality of local management apparatuses 1 are connected to a high order network Nm. The local management apparatus 1 includes a communication portion 11 for communicating using a layered protocol containing an IP address and a device ID. In addition, the local management apparatus 1 includes a status management table Tb1 and an address table Tb2. In the status management table Tb1, the IP address, the device ID, and a communication state showing propriety of communication are associated with each other and registered. In the address table Tb2, the IP address and the device ID are associated with each other and registered. In the address table Tb2, only an IP address and a device ID which can communicate on the status managed table Tb1 are registered.
