There are included a ring-type network constituted by nodes (OLT1, ring nodes 21-2n) each having an ROADM function; remote nodes accommodated by each of the nodes constituting the ring-type network; and star-type networks in each of which a respective remote node is one-to-many-connected to one or more ONUs (10G-ONU510, 1G-ONU51, 10G·1G-ONU5101) via an optical coupler (4). Some (OLT1) of the nodes constituting the ring-type network execute a PON control operation including a control of upstream band allocation to the ONUs in the system.
