<P>PROBLEM TO BE SOLVED: To improve an image quality of an image recorded on electronic paper. <P>SOLUTION: Electronic paper includes coloring charged particles and displays an image by moving the coloring charged particles in a thickness direction. A first process is carried out to form an image by delivering the electronic paper between two members which generate electrical fields, by a delivery member. A second process is carried out to from an image by further delivering the electronic paper that once left away from between the two members again to between the two members, by the delivery member.
