<P>PROBLEM TO BE SOLVED: To enable removal of a seal tape 40 by simple operation such as rotating a seal dragger 20 from a joint area of covering a surface of a groove 12 with the seal tape 40. <P>SOLUTION: The seal dragger 20 includes an abutting part 22 formed by curving one end side of a wire in a ring shape, a cutting part 30 having a blade 32 and a removing wall 34, a ring-shaped operation part 24 positioned between the abutting part 22 and the cutting part 30, and a twist part 26 positioned in both end positions of the operation part 24. When rotating the seal dragger 20 to the rotational direction side, the blade 23 positioned on a surface position of the seal tape 40 rotates, and cuts the seal tape 40 while moving to the advancing direction side.
