<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing simply and stably a catalyst which has an activity equal to a catalyst obtained without any interruption when a heat treatment process heat-treating a catalyst precursor is once interrupted, and a method of manufacturing a methacrylic acid using the catalyst. <P>SOLUTION: The method of manufacturing the catalyst includes the heat treatment process which obtains the catalyst by giving the heat treatment heating under gas circulation at a predetermined heat history to the catalyst precursor. In the case of interrupting during the heat treatment process, a time point A stopping a gas flow in the middle of the predetermined heat history is a starting time of the interruption, and a time point B satisfying both of a restart of the gas flow at the time point A or later and of turning the temperature of the catalyst precursor to the temperature of the catalyst precursor at the time point A is to be a restart time. In the method of manufacturing the catalyst, the heat history of the time point B or later is to be a heat history corresponding to the heat history of the time point A or later of the predetermined heat history.
