<P>PROBLEM TO BE SOLVED: To determine with higher accuracy the ability of a driver to drive. <P>SOLUTION: A driving characteristics amount observation section 110 calculates amounts of driving characteristics, which indicate the driving characteristics of a driver based on amounts of driving operation performed by the driver and detected results of the running states of a vehicle. A driving ability determining section 120 determines the ability of the driver to drive, from the amounts of driving characteristics of the driver. At this time, using a computing technology of a dynamic system, the driving ability determining section calculates a value that indicates the divergence of the amounts of driving characteristics of the driver.
