A system comprises a parking place or other area 12 which can be visited or traversed by a vehicle 14 for the purpose of incurring charges or obtaining restricted goods or services, a vehicle RFID reader 16 adapted to read an RFID device 20 of a vehicle visiting or traversing the area and a controller 18, 28 to control the incurring of the charges of the obtaining of goods or services. The system can determine whether the vehicle is a suspicious vehicle via a database 34. The system may also comprise an ANPR reader 22 to read the registration number of the vehicle. A matching process can determine whether the ID and registration number match. A controller can prevent the supply of goods or services to the vehicle or the driver, especially if the vehicle is determined to be a suspicious vehicle. The goods or services may be the supply of fuel, the supply of a parking space or and supply of goods or services to the driver. If the vehicle is found to be suspicious it may be detained or can be prevented from operating and authorities can be informed. The invention can also prevent drivers stealing goods or services before payment is received. |
