PROBLEM TO BE SOLVED: To provide an image encoding method or the like enabling to improve encoding efficiency and efficiently performing compression transmission of image data with a small amount of data.

SOLUTION: An image encoding method that creates encoding data on the basis of an encoding target image and a prediction image of the encoding target image, comprises: an procedure that inputs the encoding target image; an procedure that creates a differential signal of the input encoding target image and the prediction image; an procedure that performs a superresolution process to a local decoding image created on the basis of the differential signal; an procedure that creates an intra prediction image by performing an intra-prediction on the basis of the superresolution processed local decoding image; an procedure that creates an inter prediction image by performing an inter-prediction on the basis of the local decoding image created on the basis of the differential signal; and an procedure that selects an image with high encoding efficiency as a prediction image from the intra prediction image and the inter prediction image.
