PROBLEM TO BE SOLVED: To detect a scene of user's interest as a highlight scene.

SOLUTION: A clustering part 64 uses cluster information such as a codebook obtained by using a content for learning to cluster a feature amount for each frame of the content and gets a code series of a code representing a cluster to which each feature amount belongs, and a highlight label generation part 65 generates a highlight label series in which a highlight label indicating whether or not a scene is a highlight scene is labeled to each of the frames of the content according to a user's operation. A learning part 67 uses a label series for learning which is a pair of the code series and the highlight label series to learn a HMM as a detector for detecting the highlight scene. The present invention can apply to, for example, a case where a scene of user's interest is detected to generate a digest and the like.
