PROBLEM TO BE SOLVED: To provide a medical material containing a drug inclusion carrier or fine particles to form a cell carrier in a readily injectable form, a method of producing the medical material, and a medicinal composition including the medical material.

SOLUTION: The medical material includes particles including low-molecular heparin and protamine, and dextran. Preferably, the particles are formed by dropping a protamine solution into a low molecular heparin solution. The medicinal composition includes the medical material and a medicine carried on the medical material.
