Disclosed is a hybrid ECU (100) comprising: a learning device that learns the gear change operation time taken by a driver operating a manual transmission (30) mounted in a hybrid vehicle (1); and a gear change instruction device that sets a designated gear shift stage for the manual transmission (30) that is appropriate for restarting an engine (10) that is running whilst stationary, and instructs the driver to change gears to that designated gear shift stage. For example, the designated gear shift stage is the gear shift stage corresponding to the minimum rpm at or above idle, within the engine rpm at the completion of the gear shift operation estimated for each gear shift stage.
