PROBLEM TO BE SOLVED: To obtain sufficient detection accuracy even at a dark place such as night.SOLUTION: An image input processing part 11 is configured to input data on an analysis image to execute processing in order to establish a designated region inside the analysis image. A short distance detection processing part 12 is configured to detect an image of a moving object which moves within the established designated region and which is at a distance in a first range from a monitoring camera, and a long distance detection processing part 13 is configured to detect an image of the moving object which moves within the established designated region and which is at a distance in a second range from the camera, wherein the second range is farther than the first range. In addition, the long distance detection processing part 13 selectively switches motion vector determination for determining presence and absence of the moving object using a motion vector and correlation determination for determining presence/absence of the moving object using correlation with an image in the past to be used as a processing method when an image of the moving object at a distance in the second range is detected. Thus, the application to a monitoring system can be achieved. |
