An output signal is given to a control device from a liquid level sensor provided to an anode chamber. The output signal indicates whether or not the liquid level in the electrolytic bath within the anode chamber is higher than a reference level. When the liquid level in the electrolytic bath within the anode chamber is higher than the reference height, the control device increases by a predetermined value the frequency of a voltage for driving a compressor, the voltage being generated in an inverter circuit. As a result, the rotational speed of the motor of the compressor increases, the discharge pressure of hydrogen gas discharged from the compressor increases, and the pressure within the cathode chamber decreases. This causes the liquid level in the electrolytic bath within the cathode chamber to rise and also causes the liquid level in the electrolytic bath within the anode chamber to fall to a level lower than the reference level.
