PROBLEM TO BE SOLVED: To appropriately control access to a gray zone to which whether to permit access is not explicitly designated.SOLUTION: An access request detection part 21 detects an access request. An access permission/inhibition determination part 3 calculates a similarity between a base point URL and a reference destination URL, and permits access when the similarity is within a similarity range in a determination policy information storage part 11, and also permits access as a hop when the similarity is outside the similarity range and within a hopping range in the determination policy information storage part 11 but rejects access when the similarity being outside the hopping range. When permitting a hop to the reference destination URL, the access permission/inhibition determination part 3 adds "1" to the number of hops and sets the reference destination URL as a base point URL to hold the base point URL. In the next access permission/inhibition determination, the access permission/inhibition determination part 3 determines whether similarity of a reference destination, which is calculated on the basis of the set base point URL, is within the similarity range or the hopping range so as to determine access permission/inhibition. |
