PROBLEM TO BE SOLVED: To provide program information to a mobile terminal of a user in such a manner that the user of the mobile terminal can receive the program information in suitable timing.SOLUTION: A location specifying section 314 specifies a location of a mobile terminal 110. A place information storage section 302 stores place information indicating a registered place corresponding to the mobile terminal 110. A program information storage section 304 stores program information containing contents to be notified to a user of the mobile terminal 110 regarding a viewing program. An approach detecting section 316 detects that the mobile terminal 110 approaches a registered place indicated by the place information stored in the place information storage section 304 correspondingly to the mobile terminal 110 based on the location of the mobile terminal 110 specified by the location specifying section 314. When it is detected by the approach detecting section 316 that the mobile terminal 110 approaches the registered place, a program information transmitting section 318 transmits the program information stored in the program information storage section 304 to the mobile terminal 110.
