PROBLEM TO BE SOLVED: To provide a technology capable of eliminating road congestion without huge equipment investment and a time for system construction.SOLUTION: A vehicle information storage 12 stores vehicle information passing the front of a camera installed on a road. From a vehicle passing the front of the camera installed in the rear of a congestion tail, an optimum running vehicle detection unit 17 detects an optimum traveling vehicle which travels at an ideal speed to reach the congestion tail after a congestion passing time. A pace car extraction unit 18 extracts a pace car which travels along the detected optimum traveling vehicle. A pace car instruction unit 19 instructs the extracted pace car to travel along the optimum traveling vehicle. |
