Disclosed are a user terminal and a base station device which maintain uplink ACK/NACK signal communication even during a transitional stage where the aggregated number of component carriers (CC) is increased/decreased by higher layer signalling. The user terminal comprises: a receiving unit which receives PDSCH for each CC that forms the system band; a demodulation unit (406) which demodulates the PDSCH received from each CC; an ACK/NACK signal generation unit (418) which generates an uplink ACK/NACK signal in response to the demodulation results of the PDSCH by the demodulation unit (406); and a mapping unit (415) which uses LTE to allocate wireless resources for anchor block uplink ACK/NACK signals, and allocates user-specific wireless resources for other uplink ACK/NACK signals of other CC.
