Provided are a heat engine which emits no carbon dioxide and no nitrogen oxide and achieves the simplification of the structure thereof, and a power generation system using the heat engine. The heat engine is characterized by being an internal combustion engine (1a (1b)) provided with a fuel intake port for taking oxyhydrogen gas (or mixed gas with existing fuel) into a combustion chamber, an ignition plug which ignites the oxyhydrogen gas (mixed gas) in the combustion chamber at a predetermined timing, a piston which moves according to the change of pressure in the combustion chamber between before and after the ignition, and a movement conversion mechanism which changes the movement of the piston to the rotational movement of an output shaft (7).
