The ion-exchanging treatment part 11 and the measuring treatment part 12 are installed in each division in one cell 10 having at least two regions divided by a separator 13 arranged so as to be freely detachable. One or more partitions 14 enabling the liquid 17 to be moved between the ion-exchanging treatment part 11 and the measuring treatment part 12, and blocking the movement of an ion-exchanging resin 15 are installed at the position neighboring to the separator 13.
