A method of allocating one or more carriers such as frequencies, to a network element (e.g. HeNBs) in a communication system, in particular a heterogeneous communication system comprising selecting at least one neighbouring network element (e.g. a macro base station), measuring a parameter (e.g. RSRP) from the one neighbouring network element; determining whether said parameter is above a threshold; and allocating carrier (s) to said network element as a result.
