PROBLEM TO BE SOLVED: To reduce sound quality deterioration caused by encoding audio signals.SOLUTION: A normalization section 12 extracts an envelope ENV from a spectrum S0 of the audio signals, and normalizes the spectrum S0 using the envelope ENV. An envelope enhancing unit 51 enhances the envelope ENV. A noise-shaping unit 52 divides an enhanced envelope D that is the enhanced envelope ENV with a value larger than 1 and subtracts noise-shaping G identified by data NS from the division result. A quantizing unit 14 quantizes the normalized spectral S1 which is the spectral S0 normalized based on a quantized bit count WL, using the subtraction result as the quantized bit count WL. A multiplexer 53 multiplexes data NS, quantized spectral QS that is the quantized normalized spectral S1, and envelope ENV. This can be applied, for example, to an encoding device that encodes audio signals. |
