PROBLEM TO BE SOLVED: To provide a mobile communication system that can suitably suppresses re-instruction of transition to a different frequency, a network device, and a method of mobile communication.SOLUTION: A mobile communication system 100 includes: a selection unit 25 that is configured to select a transition destination frequency among two or more frequencies when conditions are satisfied such that UE10 should not utilize a transition source frequency which is any of two or more frequencies; and an instruction unit 22 that is configured to instruct the UE10 to transit to the transition destination frequency selected by the selection unit 25. The selection unit 25 excludes the transition source frequency from candidates of frequencies to be utilized by the UE10 until an elapsed time after the instruction of transition to the transition destination frequency exceeds a predetermined time.
