PROBLEM TO BE SOLVED: To automatically set a PCID by maximally utilizing a limited number of PCIDs in a wireless communication system, and preventing PCIDs of adjacent base stations from becoming identical to each other. SOLUTION: While previously dividing a limited number of PCIDs into PCIDs to be added to macro-cell base stations and PCIDs added to femtocell base stations, for a femtocell base station that applies for PCID addition, a center machine refers to a table storing therein area information, GCIDs, and PCIDs of a plurality of macrocell base stations and femtocell base stations within this wireless communication system to thereby identify the area of a message-transmitted femtocell base station and PCIDs used in the area, selects an unused PCID in the area, and assigns it to the PCID addition-requesting femtocell base station.
