Provided is a tobacco material which can give a cigarette mainstream smoke significantly reduced in CO content and significantly reduced in C/T (ratio of CO to tar). The tobacco material is a tobacco material chemically modified with phosphoric acid by heating a mixture of a base tobacco material, phosphoric acid, and urea to react the base tobacco material with the phosphoric acid.
