PROBLEM TO BE SOLVED: To provide a monitoring camera terminal sufficiently securing the identification accuracy of a person tracked in tandem with other monitoring camera terminals, and also sufficiently suppressing an increase in cost. SOLUTION: Imaging areas of two adjacent monitoring camera terminals 1 partly overlap. The monitoring camera terminal 1 converts a position of a person in a frame image imaged by the terminal itself and a position of a person in a frame image imaged by the adjacent other monitoring camera terminal 1 to a position in a common coordination system, respectively. Then, based on a distance of a foot position between the persons, a one-to-one correspondence between persons X and Y who are positioned in the overlapping area is made to perform identification. When the foot of the person is not imaged, a foot position of the person is estimated by using an estimated height that is estimated by using attributes, such as gender and age.
