PROBLEM TO BE SOLVED: To reduce the amount of data of a moving image to transfer from an image processing apparatus to a portable terminal, and also to prevent connection before and after an interested scene from being damaged in the moving image. SOLUTION: The image processing apparatus includes: a keyword sensing part 25 for sensing, from a sound or a frame constituting a moving image, an interested feature value which is extracted from interested information and is input to a DVD recorder 1, indicating an item in which a user is interested; an interested scene specifying part 23 for specifying as an interested scene, a time period including at least a reference time point when the interested feature value is sensed in the moving image; and an image quality degrading part 22 for degrading the image quality of the time period other than the interested scene specified by the interested scene specifying part 23 in the moving image, and producing the-low-image quality moving image of the moving image.
