PROBLEM TO BE SOLVED: To provide a map display device, a map display method and a program enabling a user to easily drag a function icon displayed on the peripheral part of a display screen to a desired point on a map image. SOLUTION: When the display position when the depression of a function icon is first detected is determined to be outside a scroll area set on the peripheral part of the display screen, and the function icon is moved from the outside of the scroll area into a scroll area, the map image is scrolled in a direction in which the depressed position on the map moves toward the center of the display screen. When the display position when the depression of the function icon is first detected is determined to be inside the scroll area, the scroll of the map image is controlled so as to be suppressed.
