PROBLEM TO BE SOLVED: To determine the state of a stick slip corresponding to the state of control, in a more accurate way. SOLUTION: For example, a control valve is controlled from the outside via a positioner, or is controlled autonomously by an adjusting mechanism in the valve. As a result of control, displacement of a valve shaft (movable part) is changed. Additionally, a process variable, such as a flow rate of fluid passing through the control valve, is changed corresponding to the amount of displacement of the valve shaft. In this way, on the basis of the amount of displacement of the valve shaft and that of measurement results (measurement values) of the process variable, a diagnosis operation control unit 107 controls the operation of a diagnosis unit 100.
