PROBLEM TO BE SOLVED: To provide a protection circuit, a malfunction of which can be suppressed from occurring, and to provide a semiconductor device. SOLUTION: A protection circuit 10 is provided with a current adjustment section 14 including one end connected to a power supply line VDD and the other end connected to an input terminal 116A of an inverter 116, respectively. When a surge current having predetermined frequency characteristics flows in from the one end into a specific passage, the current adjustment section 14 applies a voltage of less than a threshold voltage to the input terminal 116A by generating an induced electromotive force so as to generate a magnetic field cancelling a magnetic field occurring due to the surge current, thereby impeding flow of the surge current. When a drive current not having the frequency characteristics flows in from the one end, the current adjustment section 14 applies a voltage of the threshold voltage or greater to the input terminal 116A.
