PROBLEM TO BE SOLVED: To accurately perform character recognition in character recognition of a document composed of a vertically written document including a horizontally written alphameric character or the like. SOLUTION: The device has: a discrimination means which discriminates whether a character area included in image data is vertically written or not; a recognition means which performs character recognition to the character area determined to be vertically written by the discrimination means; an extraction means which extracts composition information based on the result of character recognition by the recognition means; a composition means which composes the result of character recognition by the recognition means based on the composition information extracted by the extraction means; a determination means which compares the character area with an area of the result composed by the composition means to determine whether to rotate a part of the character area based on the comparison result; a rotation means which rotates the character area when a part of the character area is determined to be rotated by the determination means; and a correction means which performs character recognition to the part of the character area rotated by the rotation means, extracts composition information based on the result of character recognition, and composes the result of character recognition based on the extracted composition information.
