<P>PROBLEM TO BE SOLVED: To properly cope with a regular user even when the user exits from a management zone leaving a recording medium behind within the management zone. <P>SOLUTION: This passage management system 1 receives an instruction input from the outside of the management section, receives an input of identification information corresponding to inherent information of the an IC card 40, and when the instruction input is received, releases an electric lock 7 until a normal mode is switched to an emergency mode and a predetermined termination condition is established.
