PROBLEM TO BE SOLVED: To provide a building monitoring control system and a building monitoring control method which can execute automatic control interlocked between pieces of facility equipment by a simple operation, even when a failure is occurred in the system and monitoring information of the facility equipment cannot be obtained. SOLUTION: The building monitoring control system includes: a remote I/O device 10 which obtains monitoring information on load control operation establishment conditions of a private electric generator; and a local controller 20 which performs load control when load control operation conditions are established based on the obtained monitoring information; wherein the local controller 20 makes acceptance of substitute monitoring information into a permitted state when it is detected that the monitoring information cannot be obtained from the remote I/O device 10, thus, it is determined whether the load control operation conditions are established based on the substitute monitoring information obtained from a central monitoring controller 30, and load control is performed when the load control operation conditions are established.
