PROBLEM TO BE SOLVED: To provide a valve timing changing device of an internal combustion engine which can fix valve timing at an intermediate angle through a lock mechanism at engine start after the engine stop even when engine operation is stopped without fixing the valve timing while suppressing adverse effects on valve timing changing performance. SOLUTION: The valve timing changing device comprises a variable mechanism 40 for changing valve timing of an intake valve, and an advance angle and retard angle discharge passages 46A, 47A which allow hydraulic fluid to be discharged toward a center bolt 44 from an advance chamber 46 and retard chamber 47. If rotation of the variable mechanism 40 is stopped at an arbitrary phase at least one of oil pressure chambers 46, 47 for communicating to respective discharge passages 46A, 47A in a position vertically higher than the center bolt 44 is always brought into an atmosphere releasing state through an atmosphere releasing mechanism regardless of a stop phase of the variable mechanism 40.
