The method includes the following steps: the Policy Control and Charging Rules Function (PCRF) distributes a traffic threshold to the Policy and Charging Enforcement Function (PCEF), instructing the PCEF to monitor the traffic of User Equipment (UE); said PCRF receives the traffic event which is reported by the PCEF to the PCRF according to said traffic threshold; said PCRF subscribes to the UE location information corresponding to said traffic event from the PCEF.</p>
