PROBLEM TO BE SOLVED: To evaluate the degree of aggregation of a liquid developer (toner particles) used in an image forming apparatus in a simple structure, and to provide a high-quality image by dispersing the liquid developer according to the evaluated degree of aggregation. SOLUTION: The image forming apparatus includes: a conveyance part including 37 and 721 which conveys a liquid developer including toner and a carrier liquid; a storage part including a storage tank 78 which stores the conveyed liquid developer and a liquid level detection member 76 which detects a liquid level of the liquid developer stored in the storage tank 78; and an evaluation part 100 which calculates change in the liquid level of the liquid developer stored in the storage tank 78 based on the liquid level of the liquid developer detected by the liquid level detection member 76, and also evaluates the degree of aggregation of the liquid developer stored in the storage tank 78 based on the calculated change in the liquid level.
