PROBLEM TO BE SOLVED: To provide a compiler apparatus, a compiler method and a program that can reduce a global variable area (RAM use amount). SOLUTION: A compiler 8 includes an effective area change part 84 for investigating the use area of global variables and changing effective areas, and a storage part 87 for storing an effective area change variable list holding variable information with an effective area changed by the effective area change part. The effective area change part 84 extracts variables where a plurality of global variables can be located in the same address area from the effective area change variable list, and allocates them as a variable area.
