A wireless communications device that transmits a multiplexed signal of a plurality of data sets of differing sizes to a communications terminal comprises an empty resource block detector, which detects empty resource blocks of data sets that do not use any of a prescribed number of resource blocks that are allocated thereto in the time direction and the frequency direction, from among a plurality of data sets whereto is allocated the prescribed number of resource blocks; and a data redistribution unit that redistributes a portion of data that is distributed in resource blocks, with respect to the data sets whereto resources, including empty resource blocks, are allocated, to the neighborhood of pilot symbols that are disposed within the empty resource blocks. It is possible to effectively utilize the function of all pilot symbols and improve error rate characteristics.
