PROBLEM TO BE SOLVED: To keep system quality constant irrespective of personnel skill and avoid design risks due to restrictions specific to general purpose CPUs. SOLUTION: A method includes: analyzing hardware design information to break down hardware-implemented real time processing into hardware components; describing the breakdown hardware components on a hardware component list 1; creating the hardware component list 1 by entering specifications required for the hardware components; creating a software component list 2 in correspondence with the hardware components; entering predetermined restriction items; verifying software components; creating the software component list 2 verified; evaluating performance of software-implemented real time processing based on the created software component list 2; and implementing the processing of installing the software component list 2 into software, if the evaluated performance satisfies required performance.
