PROBLEM TO BE SOLVED: To design an optimum accommodation destination of a line, in a communication device including a plurality of line accommodation devices. SOLUTION: A device 100 for designing line accommodation includes: an estimation value calculation part 151 for calculating an estimation value of an accommodation condition of each line accommodation device for each line accommodation device when a new line is additionally accommodated based on line information and device information for the newly-added line; an ideal value calculation part 152 for calculating an ideal value of an accommodation condition of each line accommodation device for each line accommodation device when the new line is additionally accommodated based on the device information; an Euclidean distance calculation part 152 for calculating an Euclidean distance between the ideal value and the estimation value; and a line accommodation device selection part 153 for selecting a line accommodation device having the smallest Euclidean distance as an accommodation destination.
