Disclosed is a resin substrate having a hard coat layer formed thereon, wherein a silicone hard coat layer is provided on the resin substrate through a primer layer, and wherein the hard coat layer has excellent scratch resistance and weather resistance. Specifically disclosed is a resin substrate having a hard coat layer formed thereon, wherein a primer layer mainly composed of an acrylic polymer and a hard coat layer comprising a cured product of a hard coat agent composition containing organopolysiloxane are laminated sequentially on at least one surface of the resin substrate, and wherein the primer layer comprises an acrylic polymer (A) comprising at least one member selected from specific acrylic acid alkyl esters and specific methacrylic acid alkyl esters as a main monomer unit, a triazine-type ultraviolet ray absorber (B), and an hindered amine light stabilizer (C).
