PROBLEM TO BE SOLVED: To provide an internal-combustion engine controller capable of continuously implementing learning of an output reference value of a lift amount sensor for detecting the lift amount of an intake valve to keep a lift amount control accuracy at high levels. SOLUTION: The sensor of the rotating angle of a motor output shaft (MOT angle) for changing the lift amount is employed as a lift amount sensor. An estimated lift amount LIFTHAT is calculated depending on an engine revolution speed NE, a cylinder intake air volume GAIRCYL, a gauge pressure PBGA, and an intake valve operation phase CAIN, while an estimated MOT angle θ MOTHAT is calculated based on the estimated lift amount LIFTHAT. When the stored value of a reference MOT angle θ ZERO has been lost, the learning of the reference MOT angle θ ZERO is implemented based on the estimated MOT angle θ MOTHAT and the MOT angle θ MOT detected by a MOT angle sensor 72.
