Disclosed is a light-reflecting substrate and illumination device using same where the material thereof is capable of high light reflectance without the use of fine particles. The light-reflecting substrate comprises RNb2O6 crystals and/or R4Nb2O9 crystals (where R is one or more selected from a group of Mg, Ca, Sr or Ba) within a glass matrix.
