PROBLEM TO BE SOLVED: To provide a mobile communication system, network device and mobile communication method, wherein resources of a PS bearer set between a second communication system and a mobile communication terminal can be effectively utilized in a transition from a first communication system to the second communication system. SOLUTION: In a handover procedure for switching a bearer of a first communication call set between a first communication system and a mobile communication terminal to a bearer of a first communication call set between a second communication system and the mobile communication terminal, the second communication system determines whether to set the bearer of the first communication call between the second communication system and the mobile communication terminal based on whether the first communication call has been set between the first communication system and the mobile communication terminal or based on a data amount of the first communication call set between the first communication system and the mobile communication terminal.
