PROBLEM TO BE SOLVED: To achieve efficient search according to a real operation state. SOLUTION: A search history acquisition means 1b acquires search history by a search means 1a, and stores the acquired search history in a search history storage means 1c. A measurement means 1d, when the content of first search including a plurality of search conditions are added to the search history, generates a plurality second searches by changing the order of refine search for the first search. The measurement means 1d executes each of second searches and another search being executed when the first search is executed, based on the search history, acquires processing time required for the second searches as a measurement result and stores the measurement result in a measurement result storage means 1e. A conversion rule output means 1f specifies one of the second searches having the shortest processing time, based on the measurement result, and outputs the order of refine search included in the specified second search, as a condition conversion rule for converting the order of the refine search of the first search by the search means 1a.
