PROBLEM TO BE SOLVED: To provide a technology for selecting a route with excellent communication quality. SOLUTION: A management apparatus for determining a route to move along while making communication, includes: a selection means for selecting a route with excellent communication quality from among a plurality of route candidates from a departure point to an arrival point on the basis of information about communication statuses on the route candidates; and a determination means for determining a moving speed for moving along the selected route on the basis of the information about the communication statuses and information about the selected route.
